Investment policy statement or IPS is a document that acts as a guide for the portfolio manager to take proper investment decisions on behalf of their clients. When an investor wants to invest his money, he will go to a portfolio manager. The portfolio manager will ask you a set of questions about your earning source, the flow of funds to be invested, your risk perception, your return objectives of investment, etc.
IPS also defines the responsibilities of the portfolio manager that describes the limits of the funds to be allocated in a particular asset type, e.g. bonds, growth stocks, indexes, treasury bonds, high-risk bonds, etc.
